Joanne served as Chief Executive of Manchester City Council from April 2017, playing a pivotal role in delivering major reforms in health and social care, driving regeneration, and shaping Manchester’s long-term economic strategy. In September 2024, she became Managing Director of Birmingham City Council, returning to the city where her career in local government began and taking on one of the most influential leadership roles in the sector.
