The Northern Powerhouse Partnership (NPP) was launched in September 2016 by George Osborne with Manchester being the first to strike a devolution deal with central government. Five years on, is the Northern Powerhouse dead? Government has now shifted to the levelling up agenda but with news that HS2 from the West Midlands to Leeds is being put on hold and Andy Burnham’s famous ‘spat’ with central government during the pandemic, is the North and particularly Manchester now at the back of the queue when it comes to supporting future growth plans?
