Lancashire Invests in Culture and Safety with Preston’s Harris Quarter Redevelopment

The first stage of Preston’s transformation of the Harris Quarter, the city’s cultural and civic hub, has now been completed.

The first stage of Preston’s transformation of the Harris Quarter, the city’s cultural and civic hub, has now been completed.

This initial phase features a new pedestrian- and cyclist-friendly area along Lancaster Road, enhanced by innovative lighting installations. These lights project moving images onto the pavements and help guide visitors to key destinations, including Preston Market and the forthcoming £45 million Animate entertainment complex.

Preston City Council stated that the lighting has been designed to highlight the city’s architectural landmarks, especially the Grade I-listed Harris Museum, Art Gallery, and Library. Established in 1893, the building is currently closed for a £16 million refurbishment.

The second phase of the project, which will continue improvements along Lancaster Road, is expected to begin later this year.

As well as adding visual interest, the lighting system is engineered to reduce energy consumption, improve street illumination, and create a safer atmosphere for pedestrians.

The redevelopment is being carried out by Maple Grove Developments and Eric Wright Civil Engineering on behalf of the city council. It is part of the Harris Quarter Towns Fund Investment Programme, funded by the Towns Fund, Preston City Council, and Lancashire County Council.

Preston City Council Cabinet Member for Community Wealth Building, Councillor Valerie Wise, said:

“The proposed works are focused on improving the quality of the public spaces and creating safer and better paths between existing spaces and transport hubs such as the bus station. The aim is to encourage footfall and visitors to stay longer into the evening, supporting the Harris Quarter ‘as a go-to cultural destination in the city’.”

Nick Hague, project director at Maple Grove Developments, said

“The scheme has been designed to sympathetically create a contemporary feel to the area without dismissing the heritage of the Harris Quarter. It’ll promote safety and assurance while helping to create a positive ambience.”
