DIB backs Heathrow third runway as opportunity for northern jobs and growth

Frank McKenna has reaffirmed DIB’s strong support for a third runway at Heathrow, highlighting the opportunities expansion could create for businesses across the North West and North Wales.

Downtown in Business Group chair and chief executive Frank McKenna has reaffirmed DIB’s strong support for a third runway at Heathrow, highlighting the opportunities expansion could create for businesses across the North West and North Wales.

Speaking at a conference panel on supply chains and procurement at Everton’s Hill Dickinson Stadium this week (Thursday 22 October 2026), McKenna said Heathrow’s development should be recognised as a national economic opportunity, with benefits extending far beyond London and the South East.

Heathrow is a Downtown in Business partner, and DIB is committed to helping regional businesses understand and access opportunities associated with the airport’s investment programmes.

Frank McKenna said:

“DIB strongly supports the third runway at Heathrow. If we are serious about growing the UK economy, attracting investment and helping British businesses compete internationally, we must back the infrastructure that supports those ambitions.

“This is a project with national significance. For the North West , North Wales, and other regions, the opportunity includes contracts for our manufacturers, engineers, construction companies, digital specialists and professional services firms, alongside the wider potential of stronger international connectivity.

“We should champion investment that can create jobs and commercial opportunities across the country. Britain needs to get better at turning ambition into delivery.”

McKenna highlighted the region’s expertise in advanced manufacturing, engineering, energy, logistics and digital technology, arguing that these capabilities could help Heathrow deliver value, innovation and more resilient supply chains.

He also stressed the importance of engaging regional suppliers early and making procurement accessible to smaller businesses.

“Our region offers quality, specialist expertise and entrepreneurial businesses that know how to solve problems,” he said.

“The practical task is to connect that capability with Heathrow’s requirements. Businesses need visibility of upcoming opportunities, introductions to procurement teams and principal contractors, and sufficient time to prepare competitive bids.

“SMEs can make a significant contribution. Clear processes, proportionate requirements and prompt payment will help them do that.”

He added:

“We are delighted to have Heathrow as a DIB partner. Our partnership gives us an opportunity to bring businesses together, facilitate introductions and help our members explore how they can contribute.

“Our message is clear: back the third runway, get on with delivering the investment, and ensure businesses across the country have the opportunity to help build it and share in its success.”
