Procure Partnerships Framework has appointed 53 contractors to its £1.2bn North West Contractor Framework, supporting public sector construction and infrastructure projects across the region over the next four years.
The framework, managed on behalf of Wirral Council and procured under the Procurement Act 2023, is the third generation of the Procure Partnerships North West Contractor Framework. This iteration will run from 1st April 2026, alongside its existing National Contractor Framework and Professional Services Framework.
The framework can procure projects from £50k, to over £100m, with specialist contractors appointed across key disciplines including construction and infrastructure.
The disciplines consist of 13 lots in total, with six covering general construction projects, six for infrastructure schemes, and one dedicated lot for demolition projects of up to £2.5m in Merseyside.
Clients can select from the full suite of NEC and JCT contract types, as well as NFDC Form of Direct Contract. Call-offs may be delivered as design and build or build-only, and contracts will use fixed overhead and profit rates, alongside established hourly rates.
The framework offers flexible call off methods including single stage or two stage mini competitions, and direct award. Direct awards will be available to clients using objective criteria, including original framework rankings, OH&Ps and hourly rates, and performance against key performance indicators.
The successful contractors include national construction firms Kier, Wates, Morgan Sindall, and GRAHAM, alongside regional specialists such as Krol Corlett Construction, Momentum Group, and City Build.
In its infrastructure lot, returning suppliers BAM, A E Yates, and Galliford Try have been joined by new appointments including Costain (Highways), M Group, and The Casey Group. The dedicated demolition lot has been secured by J Freeley.
Across the framework, 64% of contractors are small and medium-sized enterprises (SMEs), ensuring that regional firms play a key role alongside multi-nationals.
Faye Dolan, Framework Director at Procure Partnerships Framework, said: “We are delighted to announce the successful contractors for our third-generation North West Contractor Framework. This iteration brings together a diverse contractor base, combining national and regional expertise, to ensure public sector clients across the North West have access to the right contractors for projects of any scale, and that local suppliers have a key part to play in delivering projects in the North West.
It is fantastic to welcome both returning and new contractors to the framework. The structure and lots have been designed in collaboration with Wirral Council and the construction industry to reflect the needs of both the North West market and our public sector clients. We are looking forward to seeing the impact our partners will deliver over the next four years.”
The framework will officially go live on 1st April 2026 and will run for 4 years.
